Malign Foreign Talent Recruitment Programs (MFTRP)

The Chips & Science Act of 2022 ("CHIPS Act") (Section 10631) directs federal agencies to prohibit participation in a Malign Foreign Talent Recruitment Program (MFTRP) by Covered Individuals involved with research and development awards from those federal research agencies. Every federal research agency must establish a policy requiring that each institution or organization applying for research and development awards certify that each Covered Individual employed by such institution or organization has been made aware of, and complied with, the requirement to certify that they are not a party to a malign foreign talent recruitment program in proposal submissions and annually thereafter for the duration of the award. The University of California will comply with all applicable federal agency policies.
