The "Uniform Administrative Requirements, Cost Principles and Audit Requirements for Federal Awards," commonly referred to as the "Uniform Guidance," was released by the OMB on December 26, 2013, and went into effect on December 26, 2014, effectively combining eight separate OMB Circulars into one document, standardizing the process for managing federal grants and cooperative agreements by reducing administrative burdens while enhancing accountability and transparency for all involved parties, including federal agencies and various entities, including universities, research institutions, hospitals, non-profits, tribal organizations, and state and local governments.
