Systemwide Policies Applying to UC Police Department

The Universitywide Police Policies and Administrative Procedures, also commonly called the “Goldbook,” is the primary document that sets UC Police Department policy. The current version was last updated in 2011 and, as such, needs modernization.

To achieve modernization and before formal submission to UC's University Policy Office, the Office of Systemwide Community Safety is initiating a systemwide workgroup whose charge is to understand, solicit constituent feedback, and craft summary statements for the draft systemwide policing policies. The workgroup is critical in ensuring the systemwide policing policies are understandable to the UC community.

By December 2025, the workgroup will have reviewed and created:

  • Policy Summary Statements for all systemwide policing policies that will be incorporated into individual policies to help articulate the purpose of the police to any member of the UC community, regardless of their background or familiarity with policing
  • Key Themes from Community Consultation which will consist of key themes from UC constituent group feedback that is submitted via the intake form

Upon completion of the workgroup, the Office of Systemwide Community Safety, as the policy owner, will begin the formal policy approval process with the University Policy Office, which offers additional opportunities for comment. This includes an additional minimum 30-day community comment period.
