Best Value Contractor Selection
Additional Contract Modifications
The contract modification documents listed below must be used by the University in conjunction with the base contract documents for the chosen project delivery method. These documents provide instructions on sections to be added, deleted or modified in the existing contract templates and should not be added as-is to the Contract Documents when distributed to the Bidder or Contractor.
For example, the Best Value modifications template has various section edits in different contract documents across all delivery methods. This document must be used to modify those specific sections in a contract if a campus is using Best Value contractor selection.
The following documents are approved by the Office of the President and Office of the General Counsel for use by the Facility.
Any revisions to these templates are made and issued by the Office of the President.

For Best Value Selection Method:
Public Contract Code Section 10506.4 et seq., effective January 1, 2012, provides for a pilot program for projects over one million dollars ($1,000,000) that allows the University to award construction contracts to the lowest responsible bidder selected on the basis of the “best value”, as defined in Section 10506.5.
Facility should review the mandatory procedures and guidelines before using Best Value Contractor Selection.
Facilities are also encouraged to review Best Value Best Practices and consult with members of the Office of the President regarding any questions or concerns.
