APISA 2026-2028 Officers

Shirley Bittlingmeier, President (Chair)

Shirley is an information technology professional with more than 25 years of experience in IT service and support operations. She joined UCOP in 2010 and is the Executive Director of IT Client Services in the Digital Innovation and Technology organization. She oversees end-user support, desktop engineering, telecommunications, records management, and IT asset and software consulting services. Shirley is the outgoing Vice President of APISA and will serve as President in the coming year. She enjoys gardening, walking her dogs, and all things Halloween!

 

Melvin Tangonan, Vice-President (Vice-Chair)

Melvin Tangonan joined UCOP in August 2022. He currently works for UC Legal in their legal business operations & technology unit. He graduated from UC Berkeley in 2021 and worked at UC Berkeley’s ASUC Student Union and Bay Oak Law Firm APLC prior to UCOP. Melvin is passionate about community service and works with UCOP staff to create a counter space that embodies an equitable and inclusive environment. He is the outgoing secretary and treasurer for APISA and now serves as Vice-President for this upcoming year. Outside of work, Melvin currently serves as the Region Internal Vice-President for the National Federation of Filipino American Associations. Melvin enjoys hiking, playing basketball and drinking matcha!

 

Anna Chan, Treasurer

Anna joined the University of California Office of the President in 2020 and currently works on the Accounts Payable team within the Business Resource Center. Anna's involvement with APISA reflects her dedication to advancing representation, inclusion, and community engagement. Through her work with the organization, she strives to support initiatives that elevate diverse voices, foster cultural understanding, and strengthen connections across the UC community. Over the past several years, Anna has played a key role in planning and executing numerous large-scale APISA events, including the annual Lunar New Year celebration. She also previously served as APISA's Secretary. Outside of work, Anna enjoys traveling, attending K-pop concerts, and spending time with her dog, Tofu.

 

Brenda Perez, Secretary

Brenda Perez joined UCOP in February 2020. She currently works for Business Resource Center, Purchase and Payment unit.  She graduated from University of Pheonix in 2010 and worked at UC San Francisco FAS Finance Service Center and Real Estate prior to UCOP. Brenda is passionate about creativity and values continuous learning, collaboration and finding innovative solutions to support UCOP staff and community.  She will serve as Secretary for this upcoming year.  Outside of work, Brenda enjoys cooking, walking and watching Netflix.
