Luis Blanco

Principal Counsel

Luis brings extensive employee benefits and tax experience to OGC.  For fourteen years, he served as the employee benefits counsel for Occidental Petroleum Corporation and a related company, California Resources Corporation.  Prior to that, he worked as in-house benefits counsel for DirectTV and as a benefits and tax attorney at Crosby, Heafey, Roach and May.  Luis also spent four years with Deloitte as a Tax Manager. 

Luis has a B.A. and a B.S. from the University of Pennsylvania and a J.D. from the University of San Diego School of Law.  Luis also has an LL.M. in Tax Law from the Georgetown University Law Center, and is a Certified Public Accountant.
