Experience

Josh Meltzer joined the office in July 2020 and currently serves as Managing Counsel for Education Affairs and Governance.  Mr. Meltzer leads a team that advises the Office of the President and the University’s ten campuses and five academic medical centers on a range of matters relating to University governance, public accountability, conflicts of interest and academic research.  Mr. Meltzer also advises on matters relating to the First Amendment, civil rights, and responding to federal oversight and investigations, and serves as the co-chair of UC Legal’s Pro Bono Committee.  Mr. Meltzer previously practiced law at Munger, Tolles & Olson in San Francisco, where he handled complex civil litigation, government investigations, and was co-chair of the firm’s pro bono immigration practice.  Mr. Meltzer clerked for Judge Raymond J. Lohier, Jr. of the United States Court of Appeals for the Second Circuit, and earlier in his career, he worked for the 2008 presidential campaign of Barack Obama and the subsequent presidential transition team.  He serves as Vice Chair of the Board of Directors for Legal Services for Children.
