Experience
Caroline Holmes joined UC Legal – Office of the General Counsel in 2024. As Principal Counsel in the Labor and Employment practice group, she advises on a broad range of employment, personnel, and labor relations matters. She also manages pre-litigation matters through the Non-Litigated Employment Practices Liability Program, a joint initiative of UC Legal and UCOP Risk Services.

Before joining UC Legal, Ms. Holmes served as Assistant General Counsel for the State Bar of California, where she led the labor and employment practice group within the Office of General Counsel. She previously worked as an attorney for the California Department of Industrial Relations, Office of the Director – Legal Unit, advising on employment issues and representing the Department in litigation and State Personnel Board proceedings. Earlier in her career, she practiced employment law at Rudy, Exelrod, Zieff & Lowe, LLP, a boutique litigation firm in San Francisco.
