Phillip Harman

Director, Research

Before joining UC FGR in June 2018, Phillip Harman was the director of government relations at SRI International, a nonprofit research center, where he led governmental relations on issues involving research and development, policy and acquisition. Prior to joining SRI International, Phillip was the founder and president of Pennsylvania Avenue Associates where he represented companies, associations and non-profit institutions before the federal government relating to issues of biotechnology, homeland security, defense, education, energy, information technology and telecommunications. In addition, Phillip previously served as UC San Diego’s director of federal and state government relations and worked for Lewis-Burke Associates and Science Applications International Corporation. He began his career in the office of former Sen. Jon Warner. Phillip received his Bachelor of Arts in political science from Hampden-Sydney College.

  • Department of Commerce (National Oceanic and Atmospheric Administration, National Institute of Standards and Technology)
  • Department of Defense
  • Department of Energy/ National Nuclear Security Administration
  • Department of Agriculture
  • Department of Interior (Water Research Institutes, U.S. Geological Survey)
  • Department of Homeland Security
  • National Institutes of Health (in coordination with Julie Clements)
