Executive Director, ICC and Principal Investigator, GEAR UP
Penny Edgert is the executive director of the California Education Round Table’s Intersegmental Coordinating Committee (ICC), the programmatic arm of the Round Table comprising California’s most senior education leaders: the superintendent of Public Instruction, the chancellor of the California Community Colleges, the chancellor of California State University, the president of the University of California, and the president of the Association of Independent California Colleges and Universities. In this role, Penny is responsible for fostering collaboration among the educational sectors in the state, particularly between public schools and the higher education enterprise.
Among the activities for which the ICC is responsible are the California Gaining Early Awareness and Readiness for Undergraduate Programs (GEAR UP), College: Making It Happen, and the alignment of student assessments from secondary school to higher education.
Penny holds B.A. and M.A. degrees from UC Santa Barbara and a Ph.D. in measurement, evaluation and statistical analysis from the University of Chicago.
