Joint Committee to Develop a Master Plan for Education-Kindergarten through University (1999-2004)
The California Legislature created the Joint Committee to Develop
a Master Plan for Education-Kindergarten through University in 1999.
That committee adopted recommendations for a new Master Plan for Education,
Pre-School through University. The Joint Committee issued its
final report with recommendations for a new California
Master Plan for Education on September 9, 2002.
Here are documents that have been developed from a UC perspective
on the issues in this Master Plan process that affect UC and higher
education generally:
- A UC Perspective on Developing a New Master Plan. Parallel
to the activities of the Legislature's Joint Committee, the University
of California convened a Master Plan Advisory Group to examine the
proper role for UC in a new Master Plan designed to encompass all
levels of education. Chaired by UC Davis Chancellor Larry Vanderhoef,
the group included faculty and administrators from all UC campuses.
The group's report, A Perspective on Developing a New Master
Plan, has been forwarded to Senator Alpert and members of the
Joint Committee by President Atkinson:

The web site of the Joint Committee has now been taken down. The one
document we have from that site is the 2002 California
Master Plan for Education.
One key issue with regard to the differentiation of function among
the various segments is the doctoral degree
in education.
