Leading the UCPC team is executive director James Leedy, who has more than two decades of experience in a shared service environment similar to the UCPath Center model, as well as experience with payroll, human resources, finance and systems development.

“The successful deployment of UCPath depends on many factors. One is providing a delightful customer experience for anyone who comes into contact with the UCPath Center,” said Leedy. “We are truly fortunate to have employees at the UCPath Center who have the skills and knowledge — and most importantly, the commitment — to make that happen.”

Leadership bios

James “Jim” Leedy, Executive Director
Jim joined the University of California, Office of the President in 2012.  He was instrumental in the startup of the UCPath Center, which included staffing, workflow design and all systems required to support the customers of UCPath.

Jim has over 35 years of experience in finance and systems development which included most recently his role as worldwide director of finance at Tandberg Data Corporation. In that role, Jim managed Tandberg’s finance, legal, payroll, human resources and facilities organizations. Jim’s experience also includes 18 years with Hewlett Packard, where he managed a 250+ person shared services organization (similar to the UCPath Center model) and was part of the HP Accelerated Development Program. Jim is a graduate of Mount Union College, with an MBA. in finance from Baldwin Wallace College, and completion of the Wharton Executive Management Program.

Gary Fishel, Executive Director of IT Shared Services
Gary Fishel joined the UCPath Center in 2016 as the Executive Director of IT Shared Services. In this role, Gary leads the technical services delivery and operational support activities for the UCPath project and the UCPath Center.

Gary comes to the University of California with more than 20 years of experience implementing and supporting PeopleSoft applications. His background includes experience with Price Waterhouse Coopers and Global Conductor, Inc., where he worked with a variety of clients in the delivery of operational services, governance structures and client delivery models.

Most recently, Gary was the Director of Information Technology at Volt Information Sciences. In that position, he oversaw his former company’s upgrade to PeopleSoft 9.2 while managing teams in that areas of enterprise software, production support and software development. Gary holds a Bachelor of Science degree in management from Pepperdine University. He is also a member of the Project Management Institute.

Gayelea Allison, Production Director
As former director of UCLA payroll systems and services, Gayelea brings more than 30 years of UC payroll and operations experience to the UCPath Center. Gayelea worked on the UCPath initiative (while at UCLA), where she implemented a web-based time and attendance system, oversaw the bi-weekly payroll cycle conversion, and attended UCPath configuration and business process mapping sessions. Her familiarity with UCPath enabled her to be immediately effective. She is a graduate of California State University, Northridge.

Mark Rhine, Employee Services Director
Mark comes to the University of California with over 30 years of experience in human resources, payroll, HRIS and benefits service delivery. In addition, he brings a significant amount of experience in leading large scale technology and business transformation projects to the UCPath Center. Mark has led the start of two HR/Payroll Shared Services organizations for Fortune 100 organizations. Most recently, Mark was the senior director of human resources services for Roche Corporation, where he directed a team of 140 service and system professionals that provided full call-center advisory and transactional servicing for workforce administration, payroll, relocations, benefits, leave management, HRIS and compensation. He graduated from the University of Maryland with a bachelor’s degree in business administration. He also received his SPHR certification from the Society of Human Resources Management.

Bill Freire, Senior IT Manager
Bill has more thanr 16 years of experience leading IT organizations, managing projects, and implementing solutions in the higher education, IT, and pharmaceutical industries. Bill has lead the UCPath Center’s IT organization since 2013. In this role, he manages a team that provides IT and project management services that are critical to the Center’s operations. Prior to the UCPath Center, Bill managed projects and technology support teams at Allergan, spent 10 years at UC Riverside managing IT service organizations, and provided various IT services at Affiliated Computer Services (a Xerox Company). Bill has an MBA from California State University, San Bernardino and a bachelor’s degree in Business from UC Riverside.

Cindy Ferrini, Human Resources Business Partner
Cindy has served in a variety of human resources leadership roles across many industries. Her experience in higher education includes serving as the director of human resources for the College of Humanities, Arts and Social Sciences at UC Riverside as well as the assistant vice president and director of human resources for the Keck Graduate Institute of Applied Life Sciences (Member of the Claremont Colleges). Cindy has her PHR and SHRM-CP certifications and holds a doctorate and a master’s degree in higher education administration from The Claremont Graduate University. She also has a master’s degree in Library and Information Sciences from San Jose State University and a bachelor’s degree in anthropology and classical studies from UC San Diego.

Khristine Barraza, Finance Manager
As the UCPath Center Finance Manager, Khristine is responsible for budgeting, internal controls, composite benefit account reconciliations, benefit plan accounting, all tax reporting and filing with regards to payroll, month-end close procedures and fiscal year end coordination with UC Office of the President and locations. Prior to coming to the UCPath Center, Khristine worked at DeVry University’s Pomona Campus, where she served as the business manager. She was also the accounting manager for the First American Title Insurance Financial Service Center for four years, and the staff accountant for Sybron Dental Specialties. Khristine received her bachelor’s degree in business economics from UC Santa Barbara and has a master’s degree in business administration from the University of Redlands.

Stephanie A. Madison, Quality and Performance Manager
Stephanie Madison is a multifaceted leader with more than 30 years of experience in quality, program management, process improvement, and customer experience with several major firms. Her career includes establishing global quality management systems, performance metrics, PMO’s, and process management disciplines with companies such as Kellogg’s, Xerox, Dell Computers, Nortel Networks, Comcast and Agilent Technologies. Stephanie holds a master’s degree from Michigan State University concentrating in Statistics, Research Design, and Measurement and a bachelor’s degree in Psychology from the University of Michigan. She has completed the Simmons College (Boston, Mass) Program for Developing Executives and other executive development programs as well.

Connie Lizaola, Benefits Manager
Connie has more than 24 years of human resources/benefits/payroll experience. Prior to coming to the UCPath Center, she spent 16 years working for Loma Linda University Adventist Health Center, where she served the medical center, behavioral medicine center, faculty medical groups and the university. She was involved in the functional teams that implemented both the HRMS PeopleSoft and the API time and labor systems. These experiences, she says, provide a solid foundation for her role in UC’s initiative to build a world-class human resources shared-service center.

Angelina Gomez, Employee Service Manager
Angelina is a customer service professional with more than 20 years of experience in a shared service environment and first-hand experience of call center technology. She comes to the UCPath Center from UC Riverside where she was a data and systems analyst in undergraduate admissions. Her experience also includes working for Nestlé Waters, N.A. where she was promoted through the ranks in roles such as quality assurance specialist, customer service manager and ultimately national support manager. She has a bachelor’s degree in business administration, with a concentration in human resources and a master’s degree in business, with a concentration in supply chain management from Cal State University, San Bernardino.

Maryann Eagan, Workforce Administration Manager
With more than 13 years of progressive human resources experience, Maryann oversees the UC employee’s life-cycle transaction processing, employee data security, compliance, accuracy and employee data maintenance at the UCPath Center. Prior, Maryann spent six years at UC Riverside as a human resources analyst, where she worked in a variety of capacities. This included human resources management, talent management, employee relations, compensation and organizational development. Maryann’s experience with the UC system has led her to develop a high level of proficiency in a wide variety of personnel policies and procedures. She is passionate about the University of California’s Working Smarter Initiative, and strives to make the most out of UC resources and talent by helping others succeed and move forward in their career path.
