I-9 Compliance

Systemwide I-9 compliance initiative

The Immigration Reform and Control Act (IRCA) of 1986 requires employers use the Form I-9 to verify the identity and work eligibility of all employees.  Employers are required to properly complete the Form I-9 every time they hire an employee (citizen or non-citizen) to perform services in return for compensation.

As part of the University’s obligation to ensure appropriate compliance with the IRCA, a work group has been convened to develop best practice business processes that ensure UC compliance with I-9 regulations.  The work group will review options for selection and implementation of a vendor to assist with I-9 processing along with monitoring and training activities for each UC location to ensure ongoing compliance.  The members of the work group are:

  • Co-Chair - Donna Salvo, Executive Director for Systemwide Talent Management
  • Co-Chair - Chris Simon, Director-HR Compliance
  • Gayelea Allison, Operations Director, UC Path
  • Elaine Peters, Director-Systemwide Talent Acquisition & Executive Recruitment
  • Siena Carter, Coordinator, Systemwide Talent Acquisition

As part of this effort, a Request For Information is being submitted to several vendors to provide a proposal and pricing for an automated solution for I-9 integration for all locations.  A resource web page has been developed by the work group and provides more information and guidance and best practices about the I-9 process.  The web page includes the following key points:

  • Best Practices on the completion of Form I-9
  • Important Tips for I-9 Reviewers
  • Steps to following when hiring someone at another location
  • Ways to ensure you are in compliance
  • Resources to the regulations
We anticipate that with this information, best practices, and resources, all locations are able to ensure appropriate compliance with the IRCA.  If you should have any further questions, please consult with your location’s I-9 Coordinator.
